The Dodd-Frank Wall Street Reform and Consumer Protection Act requires counselors at HUD-Approved counseling organizations to be certified by HUD as competent to provide counseling services. A standardized exam will require that counselors demonstrate competency in six major areas of housing counseling including avoiding foreclosure.
